Grants in aid for PWD

ROING, May 22: Deputy Commissioner of Lower Dibang Valley Garima Gupta disbursed Grants-in-Aids of Rs 6000 each to 8 beneficiaries of the district under the Chief Minister’s Disability Pension Scheme on May 16. Persons with 100% disability in both eyes or in both upper limbs or lower limbs are eligible to avail financial assistance of Rs 6000 per annum as grants-in-aids under the scheme. This Scheme is being implemented throughout the state for the first time during the fiscal year 2011-12 by the Govt. of Arunachal Pradesh. DIPRO

 

Women take out dharna against erratic power supply

ITANAGAR, May 22: The Women Welfare Society Yingkiong organized a peaceful Dharna today in the Office premises of DC Yingkiong demanding early restoration of power supply in the township. It may be mentioned that there has been erratic power supply in the township since last several days causing hardship to public as well as govt. offices.

Meanwhile, in spite of growing public resentment and prevailing situation, the concerned department has not even briefed the district administration on the situation for which the DC has sought explanation from the EE (Power). Interestingly, both the EE and the AE were absent today also.

 

APYC organizes blood donation camp to mark Rajiv’s death anniversary

ITANAGAR, May 22: Arunachal Pradesh Youth Congress (APYC) led by its president Tadar Niglar organized a blood donation camp in the Arunachal State Hospital, Naharlagun yesterday to mark the 21st death anniversary of former prime minister Lt .Rajiv Gandhi.

Blood donors from Itanagar AYC, Doimukh AYC, Sagalee AYC, LYC, and APYC turned up for the camp which was supervised by Dr. Gamba Padu, in-charge of blood bank.

A lady patient from East Kameng district, who was in urgent need of blood, was the first to get benefit from the blood donation camp.

Later, Dr. Padu spoke about the importance of donating blood.

 

12 hrs Pasighat bandh on May 28

ITANAGAR, May 22: Pasighat Peoples’ Welfare Committee has decided to launch phase wise Pasighat bandh in protest against electricity scarcity in Pasighat township and state government and the concerned department for their alleged failure to address the issue. The first phase of 12 hrs Pasighat bandh will be held from 5 am-5pm on May 28.

Taking strong exception to Government’s adamant attitude towards addressing the power crisis, the committee in a meeting today chaired by its Chairman cum ZPM Okom Yosung called for replacement of turbines at Yembung Hydel, complete renovation of Sille Hydel, Pasighat , early completion of 132 KV tower line from Aalo to Pasighat  and immediate extension of power supply from Rina Hydel to Pasighat.

Earlier, the committee had submitted numbers of memorandum on the issue but till today the government and concerned department are able to fulfill their demands.

The committee further expressing displeasure over unequal distribution of power within township area demanded immediate disconnection of special lines from all business and private establishment except General Hospital Pasighat.

It also said that the committee will not retreat from their stand until their demands are met.

However, press, police, magistrates on duty, emergency health services and milk-vans will be exempted from the purview of the bandh.

 

CM announces relief assistance

ITANAGAR, May 22: Responding to the appeal of the All Arunachal Pradesh Students’ Union (AAPSU), Chief Minister Nabam Tuki has announced payment as relief to the students, who got injured in the police firing incident in Roing during Durga Puja celebration last year. The CM announced this after a meeting with AAPSU leaders here today.

Those injured seriously would be paid a relief amount of Rs 50,000 while those with minor injuries will be paid Rs 30,000.

Taking note of the Nirjuli arson case in which a mother and her two children were burnt to death, the Chief Minister announced an ex-gratia payment of Rs 5 lakh to the surviving family member. He also informed that the investigation into the case has been handed over to the Special Investigation Team (SIT) of the state police department after the civil police failed to make headways.

To another case of murder involving a minor at Papuh Nallah recently, the Chief Minister ordered an ex-gratia payment of Rs 1 lakh to the victim’s family. CM media cell.

 

Wildlife dept seeks support to control sell of wild meat

ITANAGAR, May 22: Reacting to a news item and a photograph published in this daily, regarding sell of wild life meat at state capital, the Poma Wildlife Range in a statement said the forest frontline staffs of Poma Wildlife Range are putting its best effort to control and protect such activities besides round-the-clock patrolling inside the sanctuary and in twin capital towns of Itanagar-Naharlagun.

However, despite rigorous checking by forest officials, some persons are still selling wild life meat in daily markets.

It appealed to every individual, NGO, shopkeeper  and market welfare committees to discourage selling of wildlife meat and to extend their cooperation with the wildlife wing of the Department of Environment and Forest.

It further said that whenever any citizen spot selling of wildlife, they should inform concerned officer, so that legal action against the culprits could be initiated.

The department earlier said the forest officials had seized illegally sold wildlife meat and apprehended the culprits and also lodged FIR against the culprits in respective police station.

 

Awareness programme on labour laws/Act

ITANAGAR, May 22: Abu Apa Tribal Welfare Society conducted awareness and training programme on labour laws/Act for women at Ziro recently.

Altogether, 160 members from various departments like police, Anganwadi, medical and AAPWD attended the programme.

Resource person, District Labour Officer Tori Ete and District Registering Officer Punyo Tana, AATWS president and General Secretary Joram Yangki and Bina Talla Joram spoke on the occasion.

Later, the society also conducted another similar programme at Jhon Bosco School, Yachuli.

 

ZPM shows  humanitarian gesture

ITANAGAR, May 22: Youth INTUC, Arunachal Pradesh General Secretary and Kumporijo Block-I ZPM Kabak Appo donated 50 quintals of rice to fire victims of Boasimla village on May 20 last.

Appo appealed to the state government, district administration, Panchayat leaders and other citizens to extend their help to the fire victims.

ITANAGAR, May 22: Krishi Vigyan Kendra, Momong in Lohit has conducted two training programmes on “Integrated Nutrient Management of rice” for the farmers of Salungtoo and Barbeel Village recently. In Salungtoo village a total of 33 participants were present in the training including the AFA and ASM of the village. In Barbeel a total of 34 farmers were present including the ASM of the village.

 

Society resents delay in road construction

ITANAGAR, May 22: Aane Pachi-Pania and Ladu Valley Development Welfare Society (APPLDVWS) has expressed dismay over delay in construction of 33 kms Pachi-Regam NLCPR  road.

Informing that the tender process for the said road has been completed during January last, the Society appealed the Bameng PWD division to take step  within 14 days for road construction.

 

Rural sports meet

ITANAGAR, May 22: The block level rural sports competition with an aim to promote sports in rural areas is being conducted at all administrative blocks in Upper Subansiri district by District Sports Association under the sponsorship of Directorate of Sports and Youth Affairs.

The competitions are being held in track  and field events, volleyball etc., according to an official release.

 

Leadership development camp

ITANAGAR, May 22: Vivekananda Kendra conducted a Leadership Development Camp “Chalo Kanyakumari” for the Youth between the ages of 18 to 30 year. This was first of the proposed three residential camps to be organized by the Kendra.  

The first phase of the camp finished on 21th May. The camp was organized at Chimpu, Oyan, Tafragam and Kharsang VKVs.

 During the second phase, the selected participants from the Leadership development camp will go for social service in a village for a week as “Seva Saptah.” In the last phase the selected participants from “Seva Saptah” will go to Kanyakumari.

The main reason for organizing the camp is  to give future leaders a positive direction and to inculcate patriotism, cultural value, self discipline and the attitude of Social Service, with the twin ideal of Vivekananda Kendra “Man Making - Nation Building”.

Various sessions on yoga, lecture, concentration & memory development games, power point presentation on personality development, group discussion and career guidance were part of the activity.  

 

Society bans use of explosives

ITANAGAR, May 22: Keyang Welfare Society banned use of explosive, bleaching powder, pesticides and other means of fishing on stream and rivers for fishing purposes.

It also banned illegal felling of trees, bamboos and collection of other forest products including sand, boulder and stone chips  within Keyang area East Kameng District. Fines will be imposed against the violators of the rules, it said.

 

Workers death condoled

ITANAGAR, May 22: Mazdoor Union Ziro expressed grief and sorrow over death of Pada Subha. He was presently residing alone at Siibey village and none of his family members or relatives was present at the time of his death.

Local MLA Padi Richo and Lower Subansiri deputy commissioner Taru Talo have also expressed sympathy over his death and contributed for his last rites (burial).

AAPSU withdraws bandh as govt assures of action

ITANAGAR, May 22: All Arunachal Pradesh Students’ Union (AAPSU) has decided to withdraw its proposed 72 hours state-wide bandh call from June 6-8 following a ‘fruitful’ meeting with the Chief Minister Nabam Tuki on its demands at CM’s conference here today.

On invitation, a 15-member AAPSU delegation led by its president Takam Tatung held a marathon meeting at the CM’s Conference Hall.  The meeting that went on for more than five hours discussed on the issues raised by the apex students’ body of the state, particularly on the financial status of the state government, law and order problem and the inter-state boundary row between Assam and Arunachal, said  Tatung in a release.

During the meeting, the AAPSU delegation stood by its ground demanding explanation on the financial status of the state government. It also pointed out the series of incidents of violence like assault, trespassing and arson that took place in the state capital and  the deteriorating law and order situation, particularly in the state capital, in the recent months. The Apex students body also demanded appointment of an eligible Home Minister with independent charge. It also asked the state government to clarify on the boundary row with Assam as people of the state living along the boundary area are being harassed and threatened by Assam very frequently, said the release.

AAPSU further informed that the Chief Minister gave a patient hearing to its demands and responded point-wise.

While responding to the demand for a white paper on financial status, the Chief Minister explained in details that the deficit budget presented in the Legislative Assembly is in fact no indication of any overdraft of the state exchequer. He said that deficit budget is a vision document of the government to bring in more developmental projects so that it is better placed when seeking funds from the central government. He also assured that there was no overdraft in the state exchequer as the Reserve Bank of India (RBI) constantly monitors all government transactions. In case there is any indication of the government going overdraft the RBI intervenes and the government has to take austerity measures. So far the RBI has not intervened and therefore there is no question of the government going overdraft, the union informed quoting the CM.

As far as the restrictions on government payment to contractors and others, AAPSU said, on directions of the Chief Minister, the Finance Department has revoked its April 3 order and given instructions for release of all due payments. The union further said that a copy of the order dated May 15 was also handed over to the delegation.

“Giving a copy of the status report on various investigations going on for the incidents of law and order, the Chief Minister said almost all the cases, except a few, were in last stages or with the judiciary. Several arrests have been made in this regard. Those cases in which the civil police could not make any progress have been handed over to the Special Investigation Team (SIT).”

Regarding AAPSU’s demand for an independent Home Minister, Tuki informed the delegation that it was the prerogative of the Chief Minister constitutionally. However, AAPSU said, the CM sought time to consider the suggestion.

On boundary row, the Chief Minister informed the delegation that the Union Home Minister has directed both the state governments (of Assam and Arunachal Pradesh) to maintain status quo till an amicable solution is evolved by the One Man Commission constituted by the Supreme Court. The One Man Commission is in last stages of its assessment and soon a meeting with both the CMs of Assam and Arunachal will be convened.

On part of the state government, the CM has constituted a Committee to study the state’s boundary and place its report to the One Man Commission with the state government’s stand and observations. The Committee is scheduled to hold its meeting tomorrow, (May 23). MP Takam Sanjoy and Parliamentary secretary, Home, Gadam Ete were also present during the meeting.

AAPSU also considered the appeals from various sections of the society while taking decision to withdraw the proposed bandh, the release added.

 

 

Welfare of veterans is the joint responsibility of Centre, state and citizens: J J Singh

Itanagar, May 22:  The Governor of Arunachal Pradesh, General (Retd) J.J.Singh, has called upon the civil society to  come forward to respect the veterans (ex-servicemen) and integrate them in the inclusive growth of the society. He said this at Raj Bhavan, here today, while presiding over the 12th State Managing Committee meeting for reconstruction and rehabilitation of Ex-Servicemen of Arunachal Pradesh.

While drawing the attention of the state Government and the people of the state towards the plight of the ex-servicemen in the state, he said, the welfare of veterans and their dependants is the joint responsibility of the central Government, state Government and also the fellow citizens.

There is a need for special attention by the Government and care by the local administration. More energetic efforts are required towards re-employment and placement of ex-servicemen in different sectors. The needs of widows and war disabled require more focus and urgent attention. Their welfare should be given a very high priority. Our civilians and more particularly the authorities should give a patient hearing to these veterans as they have given the prime of their youth for our tomorrow, the Governor said.

Owing to their early retirement which is done to keep the profile of the fighting Army young they have to seek a second career, he added.  Asserting that ‘once a soldier, always a soldier’, the former chief of the Indian  Army and a third generation soldier himself  said, our role and contribution towards the  civil society continues even after our retirement.

Informing that there are some special welfare schemes of the State, the Central Government and the Army for the veterans and the  ‘Veer Naris’, he suggested the Rajya Sainik Board to do its best to help them to get maximum benefit from these schemes.

Expressing his happiness over the state cabinet’s approval for establishment of Directorate of Rajya Sainik Board in the state to look after the grievances of ex-servicemen of the state, he suggested to take the help of other states which have well organized Rajya Sainik Boards like Punjab, Maharashtra and Meghalaya.

Necessary laws should be framed to regulate the smooth establishment and functioning of Rajya Sainik Board and Zilla Sainik Boards in the state. The  Directorate should be made functional with experienced staff within  six months, he advised.

The Concerned departments including Land Revenue and Urban Development should be approached for identification and allotment of land for construction of Rajya Sainik Board office and Sainik Aram ghar  in the state, the Governor further said.

On the establishment of a Sainik School in the state, he informed that it has been his priority to establish one in the state and so far he had already met and discussed with the Defence Minister and the Minister of State for Defence on the modalities and funding patterns.

Praising the role of Arunachalees in the Indian Army, Singh said, Arunachalee soldiers have in the true and gallant traditions of Indian Army been awarded one Kirti Chakra, one Sena Medal Bar and nine Sena Medal amongst our illustrious serving soldiers and veterans.

With the raising and deployment of the First Battalion of Arunachal Scouts and raising of the second battalion having been announced by the Defence Minister, a new chapter has been added which will go a long way in instilling pride in the youth, in harnessing their energy and capability for protecting their motherland, he said in his address.

The meeting was attended among others by the Principal Secretary Disaster Management cum in-charge Chief Secretary Yeshi Tsering, Commissioner Home Hage Khoda, GOC, 5th Mountain Division, Major General Vinod Pillai, Director Disaster Management Y.W. Ringu, Tirap DC, W. Lowang, Col. Poaching, hunting, felling of trees threaten Poba RF and D Ering Sanctuary

RUKSIN, May 22: Environmental degradation due to unabated felling of trees and poaching of wild species have become a serious threat to ecosystem of the region. Rampant encroachment of forest land, hunting of wild animals and indiscriminate collection of forest resources have led to total destruction of ecosystem in Ruksin area.

Located at outskirts of Ruksin town, Poba RF covers a large portion of Ruksin forest range under East Siang Territorial Forest Division. Viewing its rich natural ecosystem and evergreen forest cover, the environmentalists have ascribed the Poba RF in the list of Rainforest. It plays a vital role in maintaining ecological balance of the region besides protecting Ruksin area and parts of Assam from flood fury.

Covering an area of 2,251 hectares, the Reserve Forest is blessed with all natural bounties. It is a natural habitat for various species, exquisite birds and insects, reptiles and valuable trees including medicinal herbs. But, due to rapid deforestation/deforestation during the last decade, the wildlife in the area is on the verge of extinction.

It is worth mentioning here that a larger portion, measuring 10, 221 ha. forest land of Poba RF falls under Jonai range in Assam as the National Highway running up to Pasighat is passing through the RF along Assam- Arunachal border here.

On the other hand, the wild beasts live in Daying Ering Memorial Wildlife Sanctuary, are under threat as poaching and smuggling of wild animal organs are going on unabated. The sanctuary with an area of 190.00 Sq.km is home to various wild species including rare and endangered birds like Vulture, Bengal florican, White-winged wood duck, Jordan’s babbler, Black- breast parrot and different species of Hornbill. It is also one of the most important wild elephant corridors in the region.

The Pasighat forest division (T), in collaboration of the local organizations has launched an ‘Awareness Campaign’ on protection of forest and wild lives in the district. The recent meet held at Oyan aimed at protecting the remaining forest cover in Poba RF and the wild life of D' Ering Sanctuary. The authority is continuing its mobilization campaign and reportedly found response from the locals regarding conservation of the wild lives. The forest officials in their meeting had appealed to the elite section of the society for abolishing the “Community Hunting” in order to maintain ecological balance in the region.

Observing the rich eco-tourism potential in the RF and Wildlife Sanctuary in the area, various NGOs of East Siang district have demanded the State Forest authority for protection of the remaining forest covers by implementing echo- friendly schemes. According to them, the authority concerned should undertake required steps to exploit the nature’s bounty for economic gain.

 

 

GB kidnapped, orgs declare three days bandh in protest

ITANAGAR, May 22: The Gaon Burah (GB) of Pangkhao in Lohit has been kidnapped. According to a delayed information received by this daily today, Gaon Burah Chow Mikhita Namchoom was kidnapped by a group of armed people on May 9 while he was heading back home. The police refused to divulge any details on the issue, while insisting that efforts are on to locate the missing GB.

Meanwhile, in a joint meeting held on May 22, various organizations including the Youth Welfare Association Chongkham (YWA), All Namsai Area Youth Association (ANAYA),  All Tai Khampti Singpho Student Union (ATKSSU), Khampti Singpho Council (K.S. Council), Chongkham Village Council (CVC), Mahila Mandal of Chongkham and Namsai and various NGOs of Namsai Sub-Division have expressed their strong resentment over authority’s inaction on the kidnapping of the GB and declared a three days bandh from May 24 to May 27.

The meeting condemned the local administration, police and paramilitary forces for not taking appropriate action to nab the culprits and rescue the victim. They further denounced the government for not taking initiative in various relevant cases and for showing step- motherly treatment to the  people of the area.

They demanded immediate rescue of Namchoom and arrest of the culprits involved in the kidnapping. They further demanded the state govt to immediately launch  a joint operation by  police and para-military forces to drive away underground elements from the reserve forest of Manabhum and Tengapani.

 

 

Expert team with medicine to rush to East Kameng

FMD outbreak

ITANAGAR, May 22: A team of veterinary experts with sufficient medicines and vaccines would be heading for East Kameng soon to control the outbreak of disease in Mithun. It was decided in an emergency meeting convened by Director of Animal Husbandry and Veterinary Dr. Hage Tabin at his office chamber today following reports of outbreak of foot and mouth disease (FMD) in Mithun in this daily.

At the same time, the Deputy Commissioners of East Kameng, and West Kameng have also been requested to impose total ban on import of livestock from neighbouring state Assam from where the disease has reportedly spread to Arunachal.

“Out-break of FMD is not a new case. Rather, it is existing since last couple of weeks in sporadic form and the field functionaries of the department in East Kameng are already working in war footing to control the menace, East Kameng district AH & Vety. officer (in-charge) Dr. S Karki was quoted as told over telephone during the meeting. All the required medicines and vaccines are already dispatched to the affected areas by the department, but due to lack of sufficient manpower and infrastructure the department has been facing hurdles in containing the further spreading of the disease, he added. The spreading of the disease can be well controlled by timely vaccination of the cloven footed livestock-i.e. Cattle, Mithun, Goat, Sheep, Goat, and Pigs, bi-annually, during pre-monsoon and post-monsoon. Despite of free supply of required vaccine with door service by the field veterinarians and para-veterinarians, the livestock owners do not co-operate with the visiting team to get their livestock vaccinated.

But at the time when there is an out-break, they always put the blame the department, the release added.

Since it is a viral disease, it does not have any treatment. It can only be prevented by scheduled vaccination and controlled by ring vaccination and treatment of the affected animals to stop secondary bacterial infection, the release said and urged the livestock owners to co-operate with the field functionaries in immunizing their valued livestock, and also to report any outbreak or un natural death to the nearest veterinary offices for early control.

 

 

Singpho dance troupe adjudged best performer in Folk Fair

PURI May 22: Singpho dance troupe that represented Arunachal Pradesh in the Folk Fair 2012 at Jagannath Dham, Puri in Orissa from 14 to 18 May  was adjudged the best performing troupe.

The folk fair was organized by National Youth Awardee, Puri wherein various tribes from across the country which include Uttaranchal, Bihar, Odisha, Uttar Pradesh, Delhi, Goa, Sikkim, Mizoram, Assam, Manipur, West Bengal, and Haryana participated and showcased their rich culture.

The fair was organized to preserve and promote tribal culture and its ethnicities. This is the first time that Singpho tribe has represented the state of Arunachal Pradesh in the national Folk Fair and in its first attempt the least populated major tribe succeeded in withholding the pride of Arunachal Pradesh.          

The Singpho Development Society congratulated its team for living up to the expectations of every Arunachalee. The SDS further thanked the government, Dept of IP & R for reposing faith by giving an opportunity to represent Arunachal that enabled the Singpho team to get recognition and success in their endeavour at the national platform by showcasing their rich culture and traditional heritage.

“The organizers were so impressed with our performance that we were asked to perform again on May 18 before many dignitaries. We worked overtime that guaranteed success in the folk fair and we could keep Arunachal flag high, SDS Finance Secretary Jautong Goju and Culture Secretary, Khachang Maio told this correspondent.

 

 

Tawang awaiting govt officers

ITANAGAR, May 22: Every year during end of financial year, popularly known as March ending in Arunachal, life becomes tough for government officers of the state. Many of them get harassed from those citizens seeking benefit without doing any work. This year things became worse and officers of districts like Tawang, Lohit, Tirap and Changlang had to virtually carry out their work from outstation because of intimidation and threats to their lives.

According to the report, majority of the heads of the department in Tawang are yet to return to district headquarters ever since they fled before March. The situation became so worse that two officers reportedly took voluntary retirement because of harassment meted out to them.

“Two senior officers from PWD Tawang and Jang took VRS because of the bad law and order situation in the district. Most of the offices are locked as junior officer’s refuses to carry out their work because of the absence of senior officers. People are facing serious problem,” said Sonam Tenzin, AAPSU Vice-President, who is a local citizen of Tawang.

He further added, “We appeal local MLA Tsewang Dondup to intervene in this regard. The absence of HODs is causing immense trouble to the local citizens. He should take note of the suffering of local citizens and put pressure on HODs to re-join the duty,” added Sonam.

 

 

Environmental awareness campaign on forest and wildlife

PASIGHAT, May 22: Adi Bane Kebang (ABK) has organized Environmental Awareness Campaign on Forest and Wildlife at Mongku village  in East Siang district today.  Pasighat Forest Divesion under State Compensatory Aforestation Management and Planning (CAMPA) sponsored the campaign.

Addressing the participants as resource person, Dr. Anil Kumar, Assistant Professor, College of Horticulture and forestry, Pasighat called upon the people to preserve and protect flora and fauna and wildlife. A balance should be maintained between man and nature, he said.

Expressing concern over indiscriminate felling of Ecological  imbalance with create havoc for the mankind.

Indiscriminate felling of trees, hunting and fishing cause ecological imbalance which results in climate change and scanty rainfall, the Kumar said as he called for reservation of  natural greenery for the benefit of mankind. He also emphasized on the need of plantation of rubber, medical plants etc as it generate income as well as help maintain ecological balance. The Govt. is ready to provide technical and administrative help to take up such plantation activities, he added.

Bittem Darang D.F.O. (T) said that education and awareness about the ill effects of deforestation, indiscriminate hunting and fishing to the environment is the need of the hour. Deforestation and destruction of flora and fauna can bring catastrophic effects for the humankind, he said and appealed one and all to check such activities.

He also informed about different schemes by the Govt. to encourage afforestation. One of such schemes is Compensatory Afforestation schemes. He appealed all to the take up the scheme in a large way which will not only help in afforestation but also create self employment avenue.

“Our forefathers lived in harmony with nature. Now many birds and animals are on the verge of extinction due to excessive hunting and fishing in the name of tradition without caring for the time and the season,” said Tashi Mize DFO (W/L).  He appealed for co-operation from all section of people for protection and preservation of wildlife, especially Daying Ering wildlife sanctuary. However, he informed that the efforts of Forest department with co-operation of the locals  brought results. Now rare birds like Ruddi shelduck, Jerdan's Bushchat, Swamp primia, large Cormorrant, Bengal florican and Gangetic dolphins can be sighted in the sanctuary, he said while adding that the Sanctuary has huge potentials to attract tourists from  the country and outside.

Among other ABK (Hq) secretary Tabung Ering,  East Siang ABK general secretary Tajing Taki,  gaon burahs and public leaders also spoke on the occasion. It was informed that the ABK is working on a plan to preserve the forest and the wildlife while maintaining the tradition of the tribe. The programme was presided over by Okom Yosung, ZPM  and East Siang district unit ABK President.

Edn Min. inspires students to become worthy citizen

ZIRO, May 22: Education Minister Bosiram Siram along with Parliamentary Secretary Padi Richo and Lower Subansiri deputy commissioner Taru Talo visited Vivekananda Kendra Vidyalaya (VKV), Ziro today morning.

While addressing the students, the Minister advised the students to be very sincere in their studies and fulfill their parent’s expectation. He said that there was no alternative to hard work and asked the students to study hard to achieve the desired goal in life and become worthy citizen.

He inspired the students to be proud for being a student of a well-organized institution run by the VKV.

He appreciated the teaching staff for their untiring efforts to extend every possible help to the society apart from their assigned duty inspite of lack of accommodation and other facilities. He urged the teaching staff to be disciplined, punctual and discharge their duties with utmost sincerity and dedication.

He also appreciated the villagers of Mudang Tage and Hari for donating a plot of land on a very beautiful hillock to the school.

Richo asked the students to study hard and respect the elders and teachers for success in life.

Later, both Richo and Siram inspected some classrooms and interacted with the students.

KVK, Tawang Scientific Advisory committee meet

Tawang, May 22: A one day Scientific Advisory Committee meeting of Krishi Vigyan Kendra, Tawang was organized at Tawang on May 19.

A total of 32 officials from Agriculture and all allied departments; SMSs, KVK Tawang, progressive farmers and farm women attended the meeting.

All the 5 SMSs (Specialists) from Agronomy, Plant Protection and Fisheries and the Programme Coordinator, KVK Tawang, presented their achievements and action plan for the year 2012-13. Dr A.N.Tripathi,  Programme Coordinator, KVK Tawang presented the overview of KVK activities, achievement, infrastructure  and financial position of the KVK.

In the second session the suggestions and recommendations of all the officials from different line departments and progressive farmers was recorded, reports DIPRO

Speaking on the occasion Deputy Director Agriculture, Nini Pertin suggested for organizing exhibitions and exposure visits. He also asked KVK to keep in touch with research institutions for technology update and emphasized Floriculture to be tried in near future. He also encouraged the formation of SHGs/ farmer’s interest groups for effective extension coverage.

Karma Leki Project Director (DRDA) who also spoke on the occasion asked the KVK to encourage mushroom cultivation and rearing of trout for fishing/angling. This would also help in boosting tourism in the district.

Abysmal websites

Dear Editor,

Through your esteemed daily, I would like to request the Government of Arunachal to at least update and maintain the official website of the APPSC i.e., appsc.gov.in

The official website still shows update and notification of the past 2 years bearing the candidates name and result as latest. It’s a total shame for all of us that our Public Service Commission body is unable to notify the latest events.

The content of the home page of AAPSC website reads:

The Arunachal Pradesh Public Service Commission (APPSC) is a Constitutional body constituted with effect from 1st April 1988 under Article-315 of the Constitution of India vide Notification OM-15/88 dated 29th March 1988. The Commission advice the Government of Arunachal Pradesh on all matters relating to state civil services and publish notifications.

Where is the Notification and updates you are talking about? The day has gone when people stood in long queue to get glimpse of forms and sample papers.

Please provide syllabus for every upcoming competitive exams and APPSC at the beginning of seasons in the website.

Dear Editor,

Through your esteemed daily, I would like to add to what was written by Ajut under the headlines “Unreliable govt website” published on May 22.

The same thing is happening with websites of various departments in Arunachal Pradesh.

For example go through the official website of APEDA. People would laugh. So, I request the authority of Arunachal Pradesh Energy Development Agency (APEDA) Itanagar to at least update and maintain the official website of the so called Scientific based Agency. It is to mention that except the official address, no any information is provided in its website. What is it? Who is maintaining it?

I suggest the authority concern at least go through the websites of Rajasthan and Bengal Energy Development Agency and other states and learn something from them.

Hope to see websites with full information next time or, it would compel us to think that departments are either scared to share information or deliberately hiding something from the people.

Work culture

Dear Editor,

I would like to draw the attention of the state Govt towards the prevailing work culture in the state. The state Govt is paying the salary along with increment to the Govt employees, particularly to the  group C and D  staff for their service to the state. But, it seems that there is no proper mechanism to monitor  the  working  system of the Govt staff.  Is the state Govt aware of the duties being performed by the Govt employees, particularly group C and D staff?

Every Govt employee,  being public servant, should perform their duties with dedication and sincerity. They should know how to reciprocate and deliver better service  through their profession.

During a public visit to some offices, we found that some staff member are busy playing different kind of games like Ludo, Chess and cards. Some time, we get confused whether we were stepping in a right place or not. When some people visit their offices for official purpose, such office staff do not give good response due to their full devotion to their games.

There are good Govt staff also. But when such good staff request  their fellow neglectful staff to  do some office works, they simply reply – Upper Wala Nehien Bolta Hai to Tum Kaun Hota Hai ? Oh! What a helpless situation.

There are Anganwadi Centres in almost all the rural villages in the state. But question arises whether all Anganwadi workers are performing well or not.

For example, there is an Anganwadi centre at Yazali, under Kel Anchal, Aan Doni gram segment, but we never see workers in a single working day since 2002. Same is the case in Emchi village too.

It is learnt that there is supervisors to supervise the working of Anganwadi workers but we don’t know how much they are sincere in their duty.  We also found the building of Anganwadi Centre in a pathetic condition like cattle shed or store house. It is also learnt that when their supervisors ask them to perform, the workers just reply – Public complaint nehein tho aap Kiyu ?

Therefore, I  request the state Govt to look into the matter and take some needful steps in order to improve the work culture of employees, specially group C & D  category staff.

I also request the general public not to overlook or compromise with all those things being practiced by some Govt. employees.

Wild life and sensitization

Dear Editor,

I appreciate this daily for publishing a photo revealing the fact that wild meat is being openly sold in the markets of capital complex. This is not a new practice.

If someone goes to market with the expectation of buying wild animal meat surely the person will get at least something. This is the fate of our state wild animals.

Who is responsible for all this?

Either the forest dept or the village people, who have not even heard of the Wildlife protection Act, extinction of animals, endangered animals, rare species, deforestation, Global warming etc.

Recently a cub was rescued and was handed over to the forest dept by people of a village near Pasighat. It was a good gesture shown by the villagers and it shows that people are becoming more aware about the importance of conservation of wildlife.

But have we ever asked ourselves why the cub wondered near the village? The answer is simple “habitat destruction”.

In the recent times many wild fire had occurred in the state, which has destroyed the natural habitat of wildlife, forest cover and to some extent deteriorated the fertility of the forest soils. Today the forest cover of our state is approximately about 82%.

If the trend continues, soon we will run out of forest cover. The state is blessed with 500 spp of Birds, 25 spp of mammals, 7 spp of primates. And it is the only state having four major cat spp, Tiger (Panthera tigris), leopard (panthera pardus), Clouded Leopard (Neofelis nebulosa), Snow Leopard (panthera uncia) and 3 spp of goat antelope (serow, goral, takin). Therefore, this is my earnest request to the concern forest dept, to look into the matter as per the wildlife protection law of India, Act no. 53 of 1972, or else in the forthcoming generation, Bos frontales (mithun), great- Indian hornbill and the above mentioned fauna will be extinct, wiped off from the face of Arunachal Pradesh.

I would like to express my views on the practice of shifting cultivation (jhum) in our state. Instead of destruction of forest for shifting cultivation, why don’t forest Dept encourage the people to take up Agro forestry system side by side with avenue plantation along the highways which would generate more income, conserve the physical and chemical properties of the soil, guarantee employments and to some extent raise the per capita income and living standard of the people of Arunachal Pradesh.

Biofuel target may affect national wealth

A new study warns that parts of the developing world, particularly India and countries in Sub-Saharan Africa, will suffer food shortages if their planned biofuels targets are implemented by 2020.

The study, which looked at 25 countries and geographical regions, including Latin American and the Caribbean, Sub-Saharan Africa and the United States, found that the targets will also affect national wealth.

The study finds that an expansion of biofuel production to meet existing or higher targets would slightly reduce GDP at the global level but with mixed effects across countries or regions. More than 40 countries have made commitments to meet at least ten per cent of their transportation fuel needs with biofuel by 2020.

Using a simulation model for different economic factors, including type of feedstock, the researchers found that the expansion of biofuels would cause a moderate decrease in world food supply, and more significant decreases in certain developing countries.

Countries that do not produce enough biofuel feedstock but have ambitious biofuel targets, such as India's 17 per cent mandate, would not benefit, because they would have to import most of the feedstock, said the study.

The need of the hours is to device an effective mechanism against possible food before planning to fulfill its commitments to meet at least ten per cent of the transportation fuel needs with biofuel by 2020.
