ITANAGAR, May 22: Reacting to a news item and a photograph published in this daily,
regarding sell of wild life meat at state capital, the Poma Wildlife Range in a statement
said the forest frontline staffs of Poma Wildlife Range are putting its best effort

It appealed to every individual, NGO, shopkeeper and market welfare committees to discourage selling of wildlife meat and to extend their cooperation with the wildlife wing of the Department of Environment and Forest.
It further said that whenever any citizen spot selling of wildlife, they should inform concerned officer, so that legal action against the culprits could be initiated.
The department earlier said the forest officials had seized illegally sold wildlife meat and apprehended the culprits and also lodged FIR against the culprits in respective police station.

The first phase of the camp finished on 21th May. The camp was organized at Chimpu, Oyan, Tafragam and Kharsang VKVs.

Society bans use of explosives
ITANAGAR, May 22: Keyang Welfare Society banned use of explosive, bleaching powder, pesticides and other means of fishing on stream and rivers for fishing purposes.
It also banned illegal felling of trees, bamboos and collection of other forest products including sand, boulder and stone chips within Keyang area East Kameng District. Fines will be imposed against the violators of the rules, it said.

It also pointed out the series of incidents of violence like assault, trespassing and arson that took place in the state capital and the deteriorating law and order situation, particularly in the state capital, in the recent months. The Apex students body also demanded appointment of an eligible Home Minister with independent charge. It also asked the state government to clarify on the boundary row with Assam as people of the state living along the boundary area are being harassed and threatened by Assam very frequently, said the release.

While responding to the demand for a white paper on financial status, the Chief Minister explained in details that the deficit budget presented in the Legislative Assembly is in fact no indication of any overdraft of the state exchequer. He said that deficit budget is a vision document of the government to bring in more developmental projects so that it is better placed when seeking funds from the central government. He also assured that there was no overdraft in the state exchequer as the Reserve Bank of India (RBI) constantly monitors all government transactions. In case there is any indication of the government going overdraft the RBI intervenes and the government has to take austerity measures. So far the RBI has not intervened and therefore there is no question of the government going overdraft, the union informed quoting the CM.
As far as the restrictions on government payment to contractors and others, AAPSU said, on directions of the Chief Minister, the Finance Department has revoked its April 3 order and given instructions for release of all due payments. The union further said that a copy of the order dated May 15 was also handed over to the delegation.
“Giving a copy of the status report on various investigations going on for the incidents of law and order, the Chief Minister said almost all the cases, except a few, were in last stages or with the judiciary. Several arrests have been made in this regard. Those cases in which the civil police could not make any progress have been handed over to the Special Investigation Team (SIT).”
Regarding AAPSU’s demand for an independent Home Minister, Tuki informed the delegation that it was the prerogative of the Chief Minister constitutionally. However, AAPSU said, the CM sought time to consider the suggestion.
On boundary row, the Chief Minister informed the delegation that the Union Home Minister has directed both the state governments (of Assam and Arunachal Pradesh) to maintain status quo till an amicable solution is evolved by the One Man Commission constituted by the Supreme Court. The One Man Commission is in last stages of its assessment and soon a meeting with both the CMs of Assam and Arunachal will be convened.
On part of the state government, the CM has constituted a Committee to study the state’s boundary and place its report to the One Man Commission with the state government’s stand and observations. The Committee is scheduled to hold its meeting tomorrow, (May 23). MP Takam Sanjoy and Parliamentary secretary, Home, Gadam Ete were also present during the meeting.
AAPSU also considered the appeals from various sections of the society while taking decision to withdraw the proposed bandh, the release added.

RUKSIN, May 22: Environmental degradation due to unabated felling of trees and poaching of wild species have become a serious threat to ecosystem of the region. Rampant encroachment of forest land, hunting of wild animals and indiscriminate collection of forest resources have led to total destruction of ecosystem in Ruksin area.
Located at outskirts of Ruksin town, Poba RF covers a large portion of Ruksin forest range under East Siang Territorial Forest Division. Viewing its rich natural ecosystem and evergreen forest cover, the environmentalists have ascribed the Poba RF in the list of Rainforest. It plays a vital role in maintaining ecological balance of the region besides protecting Ruksin area and parts of Assam from flood fury.
Covering an area of 2,251 hectares, the Reserve Forest is blessed with all natural bounties. It is a natural habitat for various species, exquisite birds and insects, reptiles and valuable trees including medicinal herbs. But, due to rapid deforestation/deforestation during the last decade, the wildlife in the area is on the verge of extinction.

It was decided in an emergency meeting convened by Director of Animal Husbandry and Veterinary Dr. Hage Tabin at his office chamber today following reports of outbreak of foot and mouth disease (FMD) in Mithun in this daily.

Singpho dance troupe adjudged best performer in Folk Fair

PURI May 22: Singpho dance troupe that represented Arunachal Pradesh in the Folk Fair 2012 at Jagannath Dham, Puri in Orissa from 14 to 18 May was adjudged the best performing troupe.
The folk fair was organized by National Youth Awardee, Puri wherein various tribes from across the country which include Uttaranchal, Bihar, Odisha, Uttar Pradesh, Delhi, Goa, Sikkim, Mizoram, Assam, Manipur, West Bengal, and Haryana participated and showcased their rich culture.
The fair was organized to preserve and promote tribal culture and its ethnicities. This is the first time that Singpho tribe has represented the state of Arunachal Pradesh in the national Folk Fair and in its first attempt the least populated major tribe succeeded in withholding the pride of Arunachal Pradesh.
The Singpho Development Society congratulated its team for living up to the expectations of every Arunachalee. ITANAGAR, May 22: Every year during end of financial year, popularly known as March ending in Arunachal, life becomes tough for government officers of the state. Many of them get harassed from those citizens seeking benefit without doing any work. This year things became worse and officers of districts like Tawang, Lohit, Tirap and Changlang had to virtually carry out their work from outstation because of intimidation and threats to their lives.
According to the report, majority of the heads of the department in Tawang are yet to return to district headquarters ever since they fled before March. The situation became so worse that two officers reportedly took voluntary retirement because of harassment meted out to them.

PASIGHAT, May 22: Adi Bane Kebang (ABK) has organized Environmental Awareness Campaign on Forest and Wildlife at Mongku village in East Siang district today. Pasighat Forest Divesion under State Compensatory Aforestation Management and Planning (CAMPA) sponsored the campaign.
Addressing the participants as resource person, Dr. Anil Kumar, Assistant Professor, College of Horticulture and forestry, Pasighat called upon the people to preserve and protect flora and fauna and wildlife. A balance should be maintained between man and nature, he said.

Tawang, May 22: A one day Scientific Advisory Committee meeting of Krishi Vigyan Kendra, Tawang was organized at Tawang on May 19.
A total of 32 officials from Agriculture and all allied departments; SMSs, KVK Tawang, progressive farmers and farm women attended the meeting.
All the 5 SMSs (Specialists) from Agronomy, Plant Protection and Fisheries and the
Programme Coordinator, KVK Tawang, presented their achievements and action plan for

The official website still shows update and notification of the past 2 years bearing the candidates name and result as latest. It’s a total shame for all of us that our Public Service Commission body is unable to notify the latest events.

Through your esteemed daily, I would like to add to what was written by Ajut under the headlines “Unreliable govt website” published on May 22.
The same thing is happening with websites of various departments in Arunachal Pradesh.
For example go through the official website of APEDA. People would laugh. So, I request the authority of Arunachal Pradesh Energy Development Agency (APEDA) Itanagar to at least update and maintain the official website of the so called Scientific based Agency. It is to mention that except the official address, no any information is provided in its website. What is it? Who is maintaining it?
I suggest the authority concern at least go through the websites of Rajasthan and Bengal Energy Development Agency and other states and learn something from them.
Hope to see websites with full information next time or, it would compel us to think that departments are either scared to share information or deliberately hiding something from the people.

The state Govt is paying the salary along with increment to the Govt employees, particularly to the group C and D staff for their service to the state. But, it seems that there is no proper mechanism to monitor the working system of the Govt staff. Is the state Govt aware of the duties being performed by the Govt employees, particularly group C and D staff?
Every Govt employee, being public servant, should perform their duties with dedication and sincerity. They should know how to reciprocate and deliver better service through their profession.
During a public visit to some offices, we found that some staff member are busy playing different kind of games like Ludo, Chess and cards. Some time, we get confused whether we were stepping in a right place or not. When some people visit their offices for official purpose, such office staff do not give good response due to their full devotion to their games.
There are good Govt staff also. But when such good staff request their fellow neglectful staff to do some office works, they simply reply – Upper Wala Nehien Bolta Hai to Tum Kaun Hota Hai ? Oh! What a helpless situation.
There are Anganwadi Centres in almost all the rural villages in the state. But question arises whether all Anganwadi workers are performing well or not.
For example, there is an Anganwadi centre at Yazali, under Kel Anchal, Aan Doni gram segment, but we never see workers in a single working day since 2002. Same is the case in Emchi village too.
It is learnt that there is supervisors to supervise the working of Anganwadi workers but we don’t know how much they are sincere in their duty. We also found the building of Anganwadi Centre in a pathetic condition like cattle shed or store house. It is also learnt that when their supervisors ask them to perform, the workers just reply – Public complaint nehein tho aap Kiyu ?
Therefore, I request the state Govt to look into the matter and take some needful steps in order to improve the work culture of employees, specially group C & D category staff.
I also request the general public not to overlook or compromise with all those things being practiced by some Govt. employees.

Dear Editor,
I appreciate this daily for publishing a photo revealing the fact that wild meat is being openly sold in the markets of capital complex. This is not a new practice.
If someone goes to market with the expectation of buying wild animal meat surely the person will get at least something. This is the fate of our state wild animals.
Who is responsible for all this?
Either the forest dept or the village people, who have not even heard of the Wildlife protection Act, extinction of animals, endangered animals, rare species, deforestation, Global warming etc.
Recently a cub was rescued and was handed over to the forest dept by people of a village near Pasighat. It was a good gesture shown by the villagers and it shows that people are becoming more aware about the importance of conservation of wildlife.
But have we ever asked ourselves why the cub wondered near the village? The answer is simple “habitat destruction”.
In the recent times many wild fire had occurred in the state, which has destroyed the natural habitat of wildlife, forest cover and to some extent deteriorated the fertility of the forest soils. Today the forest cover of our state is approximately about 82%.
If the trend continues, soon we will run out of forest cover. The state is blessed
with 500 spp of Birds, 25 spp of mammals, 7 spp of primates. And it is the only state
having four major cat spp, Tiger (Panthera tigris), leopard (panthera pardus), Clouded
Leopard (Neofelis nebulosa), Snow Leopard (panthera uncia) and 3 spp of goat antelope
(serow, goral, takin). Therefore, this is my earnest request to the concern forest
dept, to look into the matter as per the wildlife protection law of India, Act no.
53 of 1972, or else in the forthcoming generation, Bos frontales (mithun), great-
I would like to express my views on the practice of shifting cultivation (jhum) in our state. Instead of destruction of forest for shifting cultivation, why don’t forest Dept encourage the people to take up Agro forestry system side by side with avenue plantation along the highways which would generate more income, conserve the physical and chemical properties of the soil, guarantee employments and to some extent raise the per capita income and living standard of the people of Arunachal Pradesh.

The study finds that an expansion of biofuel production to meet existing or higher targets would slightly reduce GDP at the global level but with mixed effects across countries or regions. More than 40 countries have made commitments to meet at least ten per cent of their transportation fuel needs with biofuel by 2020.
Using a simulation model for different economic factors, including type of feedstock, the researchers found that the expansion of biofuels would cause a moderate decrease in world food supply, and more significant decreases in certain developing countries.
Countries that do not produce enough biofuel feedstock but have ambitious biofuel targets, such as India's 17 per cent mandate, would not benefit, because they would have to import most of the feedstock, said the study.
The need of the hours is to device an effective mechanism against possible food before planning to fulfill its commitments to meet at least ten per cent of the transportation fuel needs with biofuel by 2020.
